Shitas Chachamim for Chalah = 1.5 Kav?

Tosfos (d"h Shamai) quotes from the Yerushalmi the sevaros for Hillel and Shamai's shitos of 2 or 1 Kavim as the shiur of chiyuv chalah.
Does anyone explain the Chachamim's shita of 1.5 Kav?

Kehati explains it very well on the mishna in Idiyos. I'm not looking at it now so you might want to double check that I'm remembering correctly.

The Chachamim disagree with B"S and B"H that you calculat 1/10th milebar. They say it should be milgav. That gets you to 1.8. Then they're giving you on the new measurment - midbariyos. There were actually two times that there was inflation. At this point we're talking about after the first inflation. So you multiply 1.8 by 5/6th and you get exactly 1.5.

Also, Rashi here (d"h Kav) explains it, it is 7 kav, 1 and 1/5 baiyah, which Rashi says is one tenth of an Omer. As David G. wrote, it is milgav. Tosfos is adding an explanation for Hillel and Shamai also, besides what Rashi wrote for the Chachamim.

I'm sure you meant 7 lugim and 1.2 beitzim. Just to clarify that Rashi a little:

1.5 kabim = 6 lugim. Then you multiply by 6/5ths to convert back to the other measurement and you get 7.2 lugim. 1 lug = 6 beitzim. So 7.2 lugim = 7 lug and 1.2 beitzim.

Rashi explains it in this more complicated way (compared to Kehati) so that it will make the continuation of the gemara easier to understand.
