Birchas Hatorah on Gemarah
On 11B the Gemarah explains that you need to say Birchas Hatorah before Chimash, even Mishna, even Gemarah, and even Midrash. Since Mishna, Gemarah, and Medrash comprise Torah SheBaal Peh, why would you think that they don't require BH"T? It seems that there would have been a Hava Amina to need it only before Torah SheBichsov, but why would that be; is Torah SheBaal Peh not just as much Torah as Torah SheBicsov?

I think that the idea is that chumash is a collection of Divine names, while tsh"ba is not necessarily so.

It is more than a surmised Hava Amina - it is the stated opinion of Rav Huna.
In terms of why one would think that, perhaps one could say the "Divine names" statement in terms of Rav Huna's position, but you would also need to provide an explanation for Rabbi Yochanan, who adds Mishna but says not for gemara, and for Rabbi Eleazar who says for gemara but not for midrash.
the woman proof is weak, since some hold birkat hatorah is optional for women for just this reason (they are ayno m'tzuve v'ose).
